0000849: Add mail queue management

Description

There are times when a mail administrator may need to manage the Postfix mail queue directly, some examples:

- Deleting an oversized e-mail message
- Deleting messages created by a virus infected system on the local network
- Purging "backscatter" messages

The mail queue manager provides a way to manage the mail queue using the web-based administration tool.
